Start by reading issue #5, since its result determines whether ITS IDs can be accepted or taxon matching requires additional work. Define the OTU-Taxon linker workflow around the known and “no BLAST” OTUs, and consider the work done when consensus IDs and confidence levels are recorded for the applicable results.

If #5 suggests ITS ids ok, then in OTU-Taxon linker file, those IDs should be marked as "consensus" ids

If #5 suggests that we need to do our own work on taxon matching, BLAST all "known" OTUs to extract match data to create our own consensus IDs

Add the results from BLASTing the "no BLAST" OTUs, decide if we can create consensus IDS from those and what level of confidence we have in those results
