When specifying multiple triggers for a job, they remain UNPAUSED even if PAUSED is preset or the target uses development mode

Steps to reproduce the behavior
- Run

databricks bundle open trigger_repro - The job is not paused
Expected Behavior
The job is paused, because we deployed with mode: development
Actual Behavior
The job is not paused. This also happens when setting
presets:
trigger_pause_status: PAUSED
under the default target.
