Research direction
Start by locating audit_openssf_baseline, get_pending_data, and get_pending_context, then check their callers and related tests to see how the unused parameters are passed. Confirm the release permits the signature change, remove the parameters or establish their intended effect, and update the changelog; done means the signatures and tests reflect the chosen behavior.

Description
audit_openssf_baseline(auto_init_config=...) and the level parameter of get_pending_data / get_pending_context are accepted but have no effect. Feature 042 removed unused parameters only where it changed a signature. Remove them (or give them an effect) in a release that allows the signature change, and note it in the changelog.
