Research direction

Read scripts/csl_onboard.py and docs/CSL_ONBOARDING.md, then check the remediate_community_spec argument behavior from feature 042, which is not yet merged. Remove the unintended judgment defaults or defer missing decisions to the tool, and update the onboarding documentation; done means the script no longer silently chooses these values and reports missing decisions.

Description

quality

Applies once feature 042 lands (branch 042-candidate-integrity, not yet merged); until then the behaviour described may differ on main.

Feature 042 (FR-008) removed defaults from remediate_community_spec judgment parameters, but scripts/csl_onboard.py still supplies them through argparse: --code-license defaults to Apache-2.0, --governance-mode to csl, --coc-policy to csl, and --spec-name falls back to the repository name. The script then passes these to remediate_community_spec, so a run that never asked the person still writes a license and governance choice.

Proposed fix: make these options required (or default=None and let the tool report confirmation required: <key>), and print which decisions are missing. Update docs/CSL_ONBOARDING.md accordingly.
