Start by reproducing the reported behavior on Paper with WorldGuard, WorldEdit, and per-player mob spawning enabled, then inspect the spawn-denial handling and mob-cap behavior. The issue does not name files or tests, so locate the relevant code and add a test for denied slime spawns. Done means denied spawns no longer consume mob-cap capacity, while allowed spawns still behave correctly.

Bug Description
Weird thing with mob caps
Expected Behavior
I have a Multiverse world for skyblock
I have deny spawns Slime
I have per player mob spawns
For some reason whenever a slime would spawn, it does not which is expected
however it increments the mob cap still then eventually I have mob cap and nothing ever spawns again
Reproduction Steps
- Log on to my server
- Teleport to skyblock
- Wait like 5 seconds
- Type /paper playermobcaps
- Observe full mob cap with no or few mobs spawned
