Research direction

Start by reproducing the issue in WorldGuard 7.0.18 on Canvas 26.2 HEAD#878 with a region denying the enderpearl and chorus-fruit-teleport flags. Trace how those flags are handled for Canvas/Folia, check whether other flags show the same behavior, and verify that both mechanics are blocked inside the region when done.
