What to build
Add the "why" workflow and the build playbook, completing checkpoint 1.
The investigate playbook and the why skill run one investigator per available evidence source, then a synthesizer that weighs them, with the same evidence labels. The build playbook gives a change a consistent order: plan, make, check. Add the investigator role.
This ticket also verifies checkpoint 1's done criterion.
Acceptance criteria
- The investigate playbook, why skill, investigator role and build playbook exist and pass
gstack check - The router picks the right playbook for "how", "why" and "build" requests
- Manual check in Claude Code and in pi: a how or why workflow runs end to end with the synthesizer on a different model family from the explorers or investigators
- The router stays within its size budget
