Drop redundant `hackbot_ui_url` field from Hackbot API settings

The duplicate lives in services/hackbot-api/app/config.py (the two hackbot_ui_url entries called out in the issue). Drop the second definition. Grep the hackbot-api service for other reads of that setting so nothing still depends on the removed field. Done when only one field remains and the service still loads the same UI URL.

Currently we have two of them, one was added in https://github.com/mozilla/bugbug/issues/6889 and another was added in https://github.com/mozilla/bugbug/pull/6869.
We should drop the second one.
