Done when the exception is removed, the registry uses the specified scope rule, and the evidence confirms the regional results.

policyengine.py#604 (issue #603) pointed US state and congressional-district regions at the certified national dataset as a temporary revert. The ACS-local release then certified, populace-us-2024-buildo-acs-local-767312d60-20260923T074941Z, left SPM units without a classified adult, and canonical SPM refused every state-region run (PolicyEngine/microcosm#1263, PolicyEngine/policyengine-sim-api#747).
PolicyEngine/microcosm#1263 is rebuilding the ACS-local release:
- every person carries a source-backed
is_spm_independent_minor_role; - a package-stage release gate fails the build on any measured SPM unit without a classified adult;
- the 1,946 one-person group-quarters records of children under 15, which no role can classify, are left out of the population until the model reads SPM scope natively (policyengine-us#9462).
To do here, once the rebuilt release is published:
- certify it with
--regional-manifest-uri, so state and district regions selectpopulace_us_2024_acs_local.h5again; - end the interim exception: #604's test and doc edits, and the exception sections of the data-certification skill and the Build M runbook;
- register the rebuild in
legacy_spm/registry.pywith theacs_household_populationscope rule and no independence list. The source stores the role but cannot storespm_unit_spm_universe_status, which policyengine-us 2.2.1 does not define. This keeps state SPM measured on Census's ACS household population, as #599 does for Build O; - show evidence: state/UT 2026 and a congressional district through the public wrapper, beside the national-file figures.
