Start by locating the existing ulps_plots implementation and its 1D plotting path. Review how multi-argument functions such as ibeta are represented and how condition-number envelopes are produced. Done means 2D ULP and envelope plots can expose accuracy across two argument regimes, with coverage for the new path.

Currently, our ulps_plots code only supports 1D. @dschmitz89 notes that for functions like ibeta, we have multiple arguments and hence many regimes to test.

Extending the ULPs plots to 2D could get a massive increase in our understanding of the accuracy of these functions over many more regimes.

3D ulps plots would be obviously desirable as well, but this is more effort. First, they would need to be volume rendered which could make identification of isolated bad points difficult. Second, there is no notion of a condition number envelope, so there would need to be two volume renders side by side. Third, I find it difficult to understand a volume render unless I can also rotate the graphic interactively. This is a major increase in work over the 2D case, which I think can be handled relatively easily.

I believe this might be necessary for changing the default argument promotion to false. Because once higher intermediate precision cannot be counted on, we will really need to fine-tooth comb for low accuracy evaluations.
