What

Each push to a pull request reruns the review, and the template posts every must and should finding again.

Why

Repeated comments on unchanged lines are noise and bury new findings.

Acceptance criteria

  • Before posting, the workflow reads existing review comments by the bot and skips a finding whose file, line and defect match one already posted.
  • A finding on a line the new push changed is posted again.
  • The summary comment says how many findings were skipped as already posted.
