Research direction

Start at the implementation and help text for watcloud docker start; verify where its size argument is defined and handled. Remove that argument and update the help to direct users to request scratch disk when submitting a job with --gres tmpdisk:<MiB>. Done means the command no longer accepts size and its help reflects the submission-time setting.

Written by the indexing model from the issue text.

Description

watcloud docker start no longer takes a size. The value was discarded, and scratch disk can't change once a job has started anyway. The help text should instead tell people to request scratch disk when they submit the job (--gres tmpdisk:<MiB>), since that is the only place it can be set.
