[#6] Remove the size argument from docker start

描述
watcloud docker start no longer takes a size. The value was discarded, and scratch disk can't change once a job has started anyway. The help text should instead tell people to request scratch disk when they submit the job (--gres tmpdisk:<MiB>), since that is the only place it can be set.
