Requirements.txt is not installed unless forceupdate is set
This appears to be similar to or a regression of #613 however it is happening in the latest version v10.0.0
Setting forceupdate to true installs the requirements, although this causes it to happen on every Puppet run.

Tried with and without ->, with and without manage_requirements=True, and tried deleting venv directory.
