Start by tracing the python::requirements resource and its handling of forceupdate and manage_requirements; the issue provides a minimal Puppet manifest to reproduce the behavior. Reproduce on the listed Puppet, module, Debian, and Python versions, then inspect the relevant tests for requirements installation. Done when the requirements install without forceupdate and do not trigger an install on every Puppet run.

Requirements.txt is not installed unless forceupdate is set

This appears to be similar to or a regression of #613 however it is happening in the latest version v10.0.0

Setting forceupdate to true installs the requirements, although this causes it to happen on every Puppet run.
