Start by locating how silnlp and Serval currently update or generate translated USFM, then compare their generation parameters and behavior across versifications. The issue names no files or tests, so use those implementations as entry points and identify what a shared utility must cover. Done means both projects can use shared generation behavior that avoids the inconsistencies described.

描述
Right now silnlp and Serval each update/generate translated USFM using different code. This has caused there to be, at times, differences in the USFM generated between the repos (e.g. remarks or other generation parameters), and it's likely that there are pre-existing differences in the implementations (e.g. when translating across versifications etc.). If we had a shared utility for doing this, we could better ensure consistency.
