`winget list --upgrade-available` says no installed package found matching input criteria when package is up to date

Brief description of your issue

I upgraded powershell to latest version, then run below to confirm no more updates were needed:

PS> winget list --id Microsoft.PowerShell --upgrade-available
No installed package found matching input criteria.

This is confusing/bad message.

Without --upgrade-available, winget list --id Microsoft.PowerShell correctly shows the installed version.
The current message makes it sound as if WinGet no longer recognizes the installed package.

Steps to reproduce
  1. Install PowerShell 7 with WinGet.
  2. Run winget list --id Microsoft.PowerShell --upgrade-available while an update is available.
  3. Upgrade it with winget upgrade --id Microsoft.PowerShell.
  4. Run the list command again.
Expected behavior

Microsoft.PowerShell version 7.6.9.0, no update needed

Actual behavior

No installed package found matching input criteria.
