Brief description of your issue
When first used, Winget prompts the user to accept the Terms of Transaction for the Microsoft Store:

The `msstore` source requires that you view the following agreements before using.
Terms of Transaction: https://aka.ms/microsoft-store-terms-of-transaction
The source requires the current machine's 2-letter geographic region to be sent to the backend service to function properly (ex. "US").
Do you agree to all the source agreements terms?

However, the given link redirects to https://www.microsoft.com/en-nl/storedocs/terms-of-sale which says "We are sorry, the page you requested cannot be found."
After some trial and error, I found that https://www.microsoft.com/nl-nl/store/b/terms-of-sale does work, so the issue is probably with the website, and not the URL that winget provides.
