Description
The Launch Expo Web command can be simplified without changing its behavior:
Remove the unused launchArgs parameter.
Replace Promise with Promise and explicitly type the helper’s return value.
Remove the no-op platform; statement.
Improve test coverage to verify that:
The packager starts only after environment preparation completes.
Errors from environment checks, environment preparation, and packager startup propagate to the shared error handler.
Failures during earlier stages prevent subsequent startup steps.
Expected outcome
Clearer types and stronger regression coverage, with no changes to the existing startup flow or user experience.
