Problem
On #7220 the pr-review / claude-review-status lane concluded success on 3 of 4 rounds (heads b8766bd, fd16ce7, 3ad3a24) without posting findings or a completed review: each run stopped at "Adversarially verify" or "Fan out a hunter" in its checklist. pr-review-security / security-review did the same on 4064589 and b8766bd. On #7221 the claude-review lane also posted nothing for head 1c371df. A green check therefore does not mean a review happened; the merge agents caught it only through the pull-request skill's B2 productivity check and stood a local review in.
#6421 reports the security-lane variant caused by permission denials. This issue covers both lanes and the general rule: a run that did not reach its post-findings step must not conclude success.
Expected
A review-lane run concludes success only after it posts a completed review (findings or an explicit no-findings verdict) for the current head; otherwise it fails or goes neutral with the reason, and writes no reviewed-through marker.
