Check how the "kept as proposed" and "not opened; default kept" states are set today. Done means a plain "yes" accepts the recommendation, and an unopened default never appears as agreement in the ledger or on the interview page. The PR body needs Refs: #6917. Confirm the wording with the maintainer first, since it is a design choice.

Interview questions are worded so a plain "yes" accepts the recommended answer (Pocock's grilling skill added this, upstream issue #706). A default the user never opened is never recorded as agreement: html-plan distinguishes "kept as proposed" from "not opened; default kept", and only the first counts.
