Problem
check-plugins' STALE VERSION step fails a PR that is only behind main. It counts main's newer shared-file syncs (lib/prerequisites.mjs, lib/session-bridge/* and their plugin copies) as the PR's own changes. Examples: #8467 changed 4 files, none of them shared, and was 27 commits behind main; it failed with dozens of "changed vs origin/main but , in fragment mode, has no fragment" lines (run 39299393562). #8497 and #8489 failed the same way. Updating each PR from main clears the failure, but every update reruns full CI and both AI review lanes, which spends hosted-job concurrency and delays the merge.
Fix
Compare against the merge base (origin/main...HEAD, three dots), not the tip of main, wherever the step decides what "changed vs origin/main".
Acceptance
- A test where a branch behind main that changes no shared file passes the step, when main has since changed a shared file and its copies.
- A test that a branch which itself changes a shared file with no fragment still fails.
