描述
Problem
/source-control:pull-request ready pushes the merged base and then marks the PR ready right away (ready-for-review.md §2.5.4).
The CI run triggered by that push is queued after the ready-for-review run, and it still sees the PR as a draft. Through the shared concurrency group, it cancels the ready-for-review runs and skips every lane. ci-status and ci-lanes then go red until someone re-runs the cancelled runs by hand.
Observed on PR #6304 on 2026-10-04: runs 37219383432 and 37219383940 had to be re-run by hand. The same pattern showed up on #6276.
Proposed fix
In the ready flow, wait for the push-triggered run to start or finish before running gh pr ready. Alternatively, after the flip, detect cancelled ready-for-review runs and re-run them.
Acceptance
