Start with the existing replaceUrlPrefix logic, which the issue names as the model, and compare it with how replaceUrl and the URL_REPLACE_<n>_FROM variables currently match the first occurrence anywhere in a url. Then update the CLI and @containerbase/base code paths to use prefix matching, along with docs/custom-registries.md and the @containerbase/base README. Done means a url is replaced only when a from matches at its start, and the docs describe that rule. The issue targets a breaking next-major change, so confirm the intended behaviour with the maintainer before starting.
