Drop the downloads.lightbend.com download path from the scala install service.
src/cli/tools/java/scala.tsdownloads versions before 2.10.5 fromhttps://downloads.lightbend.com/scala/<version>/scala-<version>.tgz.- That host returns
403 Forbidden, eg. for 2.10.4 and 2.9.3. - The scala minimum is 2.11.2 (#7890), so the path is never reached for a supported version.
Required changes
- remove the lightbend branch from the scala service, always use the GitHub releases
- drop the lightbend url and the 2.10.4 sample from the scala section in
docs/custom-registries.md
