Start by reading the existing lookup timeout implementation from #7965, then inspect the metadata lookups in src/cli/tools/golang.ts, src/cli/tools/java/utils.ts, and src/cli/tools/git/index.ts, plus the Android resolver's http.download call. Apply the lookup timeouts to these metadata requests while preserving tool file download timeouts; done when each listed metadata lookup fails promptly for an unreachable host.

Fail fast on unreachable hosts in the metadata lookups installers make during an install, like the version lookups in #7965.
- The resolvers and tool-versions lookups get per-phase timeouts in #7965.
- Installers still look up small metadata files without a timeout, so a host which accepts the connection but never answers hangs the install, three times over.
Required changes
- use the lookup timeouts for the install-time metadata lookups, eg. the go.dev/dl list (
src/cli/tools/golang.ts),resolveJavaDownloadUrl(src/cli/tools/java/utils.ts) and the git key fetch (src/cli/tools/git/index.ts) - the android repository xml read through
http.downloadin its resolver - tool file downloads keep their current timeouts
