Start with the generic tool-versions resolver work in #7896, then compare the resolver classes and tool data for the groups listed here. Check Gradle's current release, NuGet's blessed releases, Android SDK command-line tools' 13.0 to 13 normalization, and the plain pip and gem logic. Update the resolver list in docs/tools.md; done means the covered resolver classes are removed, the interim partial flag is no longer needed, and each group is handled in a small PR.

Move the existing version resolvers whose logic the tool-versions data covers to the generic resolver (#7896), and drop their own classes.
Required changes
- php, composer, mise: only resolve
latesttoday - mono: the resolver class is unused
- maven, gradle, nuget, android-sdk-cmdline-tools: they keep the input on a lookup failure today; check that gradle's
currentrelease and nuget's blessed releases match the data, and android's13.0→13normalisation - conan, cocoapods: plain pip and gem logic
- drop the interim
partialflag from #7826 once no resolver without partial handling is left - update the resolver list in
docs/tools.md
