Start by tracing how Phoebus loads and refreshes the alarm tree when Kafka topics are deleted and recreated; the issue does not name relevant files or tests. Inspect the alarm server’s Kafka topic and state handling, then reproduce the reported sequence and check what data remains in Kafka. Done means the alarm tree no longer shows stale entries after the topics are recreated.

After deleting a topic in Kafka and recreating one, Phoebus keeps displaying the alarm tree whereas there is no data in Kafka sent by the alarm server.
Here is the log from kafka

If we stop kafka and the alarm server and restart phoebus, then te alarm tree is empty but as soon as we turn on again kafka and the alarme server then the ghosts appear again.
In Kafka I can see states inside but no config
but there is no beat message.
The probleme is probably from a kind of "cache" in Kafka ...
