Searching for a specific configuration in alarm log omits `command:/` messages

描述
Searching for Configurations: * returns state, config, and command messages. However, if you filter by a specific config, it does not return command messages.
I think the issue is here: https://github.com/ControlSystemStudio/phoebus/blob/master/services/alarm-logger/src/main/java/org/phoebus/alarm/logging/rest/AlarmLogSearchUtil.java#L148 (148-160) - state and config messages are hardcoded in as prefixes to search for, but command messages are not. So should be a simple fix
