[BUG] - Problem with api Revision description with accentuation

从处理 v6.0.1.1 中 API 修订的发布流程开始，重点关注包含重音字符的修订描述在 JSON reader 因 0xEF 失败之前是如何被处理的。使用带重音符号的描述重现该报告，并确认 API 信息能够应用，且不会出现所报告的 JsonException。

When we have an api Revision description with accentuation, the have this problem below:
