Start by reading the application specification and its existing message and stream sections. Work out how to describe sending and receiving OSP messages on a specific stream, CBOR encoding and decoding, and stream opening and closing; the issue also raises defining a task source outside HTML. The application specification should describe the steps for sending and receiving messages on a specific stream, including encoding / decoding via CBOR, to exchange with the agent itself.

There will also need to be steps to open/close a stream as well.

We will likely need to define a task source outside of HTML. There is no necessity for these steps to run in a document or worker.
