Start by reading the transport requirements and the OSP message definitions to identify messages that do not depend on ordering. Check RFC 9221 and the datagram support in WebTransport and QUIC. WebTransport and QUIC now support sending datagrams via RFC 9221. Some OSP messages may not be order dependent and could benefit from out-of-order delivery. If the application protocol has such messages, this issue tracks updating the transport requirements to include datagram support.
