The application specification should describe the steps for sending and receiving messages on a specific stream, including encoding / decoding via CBOR, to exchange with the agent itself.
There will also need to be steps to open/close a stream as well.
We will likely need to define a task source outside of HTML. There is no necessity for these steps to run in a document or worker.
