TestWorkflowEnvironment does not allow signalWithStart when workflow already exists

Bắt đầu với reproducer SimpleWorkflowTest và lần theo đường đi của signalWithStart qua TestWorkflowEnvironment, TimeLockingInterceptor và WorkflowStubImpl. Thêm một bài kiểm thử hồi quy cho signalWithStart khi workflow đã tồn tại, đồng thời xác minh rằng môi trường kiểm thử khớp với hành vi của standalone-server mà không có WorkflowExecutionAlreadyStarted.

Expected Behavior

TestWorkflowEnvironment does not allow signalWithStart when workflow already exists - see exception below.

Actual Behavior

TestWorkflowEnvironment should work the same as standalone server in this matter.
