Start by reading the PSS/E generator parser and tracing how it uses WMOD, WPF, PG, QT, and QB; the issue does not name a file or test. Review the existing RenewableDispatch power_factor model and decide how WMOD 2 and 3 should be represented before changing parsing behavior. Done means nonzero-WMOD machines receive appropriate reactive power limits or fixed reactive power and are classified correctly, with tests covering both modes.

WMOD marks non-conventional machines and changes what QT/QB mean, but the parser only uses it in the synchronous condenser check.

  • WMOD 2: limits should come from PG and WPF. With PG=60 and WPF=0.95, that's about ±19.7 Mvar, but the output uses QT/QB (±500 in my test).
  • WMOD 3: reactive power should be fixed from PG and WPF, and is treated the same way.
  • Classification: PSS/E machines with nonzero WMOD still come out as ThermalStandard.

No test file uses WMOD 2 or 3, but 295 generators have a nonzero WMOD. WMOD and WPF are now kept in generator ext for every version.

Decision needed: how should these machines be modeled? For example, RenewableDispatch has a power_factor field, which may fit better than fixing limits at parse time.
