Research direction

Find the docs manifest validation and planning entry points, then trace where loadRequirements is called and how its result reaches the operator. Read the manifest once and pass its parsed form through; make the failure reason visible as a coverage gap or doctor finding. Done means one manifest read per run and an operator-visible explanation when requirements fail to load.

Description

area: docs enhancement

What

Two items deferred from the surface-id work:

  • The docs manifest is read twice per run, once for validation and once for planning.
  • When loadRequirements fails, its reason is not shown to the operator; the run proceeds without the intake providers and the operator sees only the absence.

Direction

Read once and pass the parsed manifest through. Surface the reason as a coverage gap or a doctor finding so a broken requirements file is visible.
