Description

I recently had a virtual topology that was not working correctly. I whittled the issue down to the fact that there were ARP entries present in dpd but not in the corresponding tables in the underlying softnpu implementation. There were no logs indicating something had gone wrong. This may be due to a hung UART command, I do observe that from time to time with scadm. This suggests we should have some sort of timeout on communication with the softnpu ASIC.
