Description

The list_setups and list_evaluations API endpoint functions in the Python connector currently lack support for passing arbitrary **kwargs. Other list API endpoints (like list_tasks or list_datasets) support this, allowing users to pass query parameters for advanced filtering directly to the OpenML backend.

There are existing TODO comments in the codebase specifically pointing out this limitation in test_utils.py (# TODO apparently list_setups function does not support kwargs).

Steps/Code to Reproduce
import openml

# Attempting to filter setups or evaluations with arbitrary backend kwargs raises an error
openml.setups.list_setups(uploader=1) 

Expected Results
The function should accept the **kwargs (like uploader=1), pass them to the underlying request builder, and successfully return the filtered setups or evaluations.
