[Bug]: existing-project onboarding tasks T-002 to T-006 have no `## Updates` section, so status entries land in `## Verification` and the close is refused

Bug Description

In lib/seeds/tasks/existing-project/, T-001 and T-007 have a ## Updates section, but T-002 to T-006 do not: their last section is ## Verification. (All greenfield seeds have ## Updates.)

When a status changes, agents/task-create/update-task.sh (around line 2897) pipes the entry to lib/task_updates.py append, which appends at end of file when there is no ## Updates section (its docstring, line 13). In these five tasks the end of file is the ## Verification block, so the entry (### <date> — status-update [task-update-agent], - **Change:** ...) becomes verification lines. At close, P-011 refuses: BLOCKED: the ## Verification block contains line(s) bash cannot parse. (lib/verification-port.sh:113).

The operator only gets out by adding ## Updates by hand and moving the entry.

Steps to Reproduce
  1. mkdir demo && cd demo && git init && echo hello > README.md (any non-scaffolding file makes fw init pick the existing-project seeds, lib/init.sh:783).
  2. fw init, then grep -c '^## Updates' .tasks/active/T-00*.md: 0 for T-002 to T-006.
  3. fw work-on T-002: the status entry is appended after the ## Verification commands.
  4. Do the task, then fw task update T-002 --status work-completed: refused with the BLOCKED line above.
Expected Behavior

Every seed task has a ## Updates section, as the greenfield seeds do. Possibly also: task_updates.py creates ## Updates when it is missing, instead of appending into whatever section is last.

Actual Behavior

Five of the seven onboarding tasks of an existing project cannot be closed without editing their structure by hand.

Hit during onboarding of a real project on 1.8.14 (Linux, Claude Code). On 1.8.15 and on bleeding-edge (0c3b8b6c3), checked by reading: the five seeds still lack ## Updates, and the end-of-file fallback is unchanged.
