[Bug]: consumer CLAUDE.md says `handover.sh` without `--commit` is a "manual commit", but it commits and pushes by default

Bug Description

agents/handover/handover.sh sets AUTO_COMMIT=true (line 299); --commit is described as "(default)" (line 318) and --no-commit turns it off. So fw handover alone commits the handover and pushes it.

The CLAUDE.md written into consumer projects (lib/templates/claude-project.md) says the opposite:

and its Quick Reference lists "Generate handover | fw handover" next to "Handover + commit | fw handover --commit".

An agent that follows CLAUDE.md runs fw handover expecting to fill the [TODO] sections first, and finds the skeleton already committed and pushed. In our case: commit "Session handover ..." with empty [TODO]s, and "Pushed to ✓".

Steps to Reproduce
  1. Fresh fw init project with at least one commit; note git rev-list --count HEAD.
  2. fw handover (no flag), as the CLAUDE.md "manual commit" line suggests.
  3. git rev-list --count HEAD is one higher; git log -1 shows "Session handover ...". With a remote configured, it is also pushed.
Expected Behavior

The template matches the code: e.g. "fw handover — generate, commit and push (default)" and "fw handover --no-commit — generate only, commit by hand after filling the [TODO]s".

Actual Behavior

The documented "manual commit" form commits and pushes an unfilled handover.

Seen on 1.8.14 in a real project (commit and push), reproduced on 1.8.15 in a throwaway container (commit; no remote there). handover.sh and claude-project.md are unchanged on bleeding-edge (0c3b8b6c3).
