The warning is raised in scipy.sparse._data at line 128 during climada.hazard.test.test_storm_europe, so the first step is to reproduce it by running that test with warnings promoted to errors to find which climada call triggers the power operation. The issue does not say what should change, so the fix needs to be decided first: either guard the overflowing values or suppress the warning at the call site.
