07-your-first-workflow.md / 07d-confirm-model-access.md is now the highest-conditional-dropout step overall (20.52% among 22,472 at-risk runs) after correcting a simulator content-mapping defect that had previously masked this step's real failure driver. failureCategoriesByStep shows copilot-access-missing (4,065 failures) as the dominant cause — learners whose GitHub account/org has no usable Copilot access get stuck at the mandatory pre-flight check, and 3,844 of these are specifically tagged in the model's 07-first-workflow transition as blocking the required model-access activity. The current pre-flight check (run gh copilot, send a test prompt) correctly detects the problem but offers only a single link to 07d-confirm-model-access.md and github.com/settings/copilot for recovery — there is no explicit guidance for a learner whose organization has never enabled Copilot for Actions at all versus one who simply lacks a personal license.

Proposed change

Expand the [!IMPORTANT] callout in 07-your-first-workflow.md (and the parallel callout in 07d-confirm-model-access.md) to branch into two concrete remediation paths before sending the learner onward: (1) "no Copilot license at all" → link to obtaining/requesting a license, and (2) "license exists but org centralized billing for Actions is not enabled" → link directly to the relevant billing side quest section. This keeps the existing test-prompt pre-flight check intact and adds a decision branch rather than removing any instructions.
