Start by locating the Kingston amounts and qualifying benefit rules introduced by #2808, then compare them with the 2026-27 scheme figures and the year ranges described here. Look for the requested Kingston rate table, award letter, finance determination, decision 2707 Annex 3, or complete scheme texts for 2018-19 to 2022-23. Done means the evidence establishes which amounts and qualifying benefit list apply, and the model is updated for the years that evidence covers.

Descrizione

Kingston upon Thames prints an adult enhanced disability premium of £17.10 single and £24.50 couple in Sch 3 para 17(5) of its 2026-27 Council Tax Reduction scheme. #2808 pays the Housing Benefit amounts, £22.00 and £31.40, as the model does for Kingston's other premiums and allowances. We read the uprating mechanism the Council approved in decision 2535 as giving those amounts. The Council falls back on the Government's general uprating document where the Prescribed Requirements uprating lacks the detail, and S.I. 2026/27 contains no adult enhanced premium or disability premium. No document we hold shows Kingston applying that fallback, or keeping the printed amounts.

Kingston's 2026-27 Sch 3 repeats its 2024-25 table, so the model and the print differ on these lines. The last column gives the most each gap moves an award at the scheme's 20% withdrawal rate: the weekly gap × 52 × 20%.

Para 12's list of qualifying benefits has a gap too. We hold no Kingston text for 2018-19 to 2020-21. The archive's 2021-22 and 2022-23 copies stop at 1,048,576 bytes and lost a font, which hides part of limb (ii)'s age test. So #2808 applies Kingston's list in no year and keeps main's reader, is_enhanced_disabled_for_benefits, with no age limit. In dataset runs the model reads the flag policyengine-uk-data stores, which holds where reported attendance allowance, DLA care or PIP daily living comes within £1 a week of its top rate. Where an input leaves the flag unset, its formula counts highest-rate DLA care alone. Kingston's list from 2023-24 counts PIP daily living at either rate, omits AFIP and attendance allowance, and has an age limit. The model therefore pays no premium to an under-age applicant on standard-rate PIP daily living, or on enhanced-rate PIP daily living without the flag. It pays one to an over-age applicant with the flag, and to an applicant whose flag rests on attendance allowance.

Any of these would settle the amounts:

  • a Kingston rate table, award letter or Director of Finance determination for a year from 2021-22;
  • Annex 3 of the report behind decision 2707, 16 July 2014.

Kingston's complete scheme texts for 2018-19 to 2022-23 would settle the list: if they print the same para 12, the model can apply Kingston's list in every year from 2013-14. If a source shows Kingston pays the printed amounts, the model's Kingston amounts change for each year that source covers.
