Research direction

No files, tests, or entry points are named. Start by locating how patches and maintainer permissions are represented, then trace the existing patch-detail workflow. Done should include an editable maintainer-only note with no history; whether public notes are included remains unresolved.

Written by the indexing model from the issue text.

Description

enhancement

For projects which have multiple maintainers it'd be great if maintainers could leave private notes on patches, so that other maintainers understand why the patch is in given state or any contextual information others may not have.
It may be useful to support public notes as well.
By notes I mean one field that's editable by maintainers, without history, not necessarily a message board.
