描述
For projects which have multiple maintainers it'd be great if maintainers could leave private notes on patches, so that other maintainers understand why the patch is in given state or any contextual information others may not have.
It may be useful to support public notes as well.
By notes I mean one field that's editable by maintainers, without history, not necessarily a message board.
