[v3] Implement new Concept Exercise: `Map`

Start by reading the linked v3 features, rationale, concept-exercise, and anatomy documents before examining existing Clojure concept exercises. Create the listed .docs, .meta, exercise, and test files for a Map exercise focused on mapping a function over a collection, with higher-order-functions as the concept and transducers out of scope. Done means the exercise structure, documentation, example, implementation, and tests are complete.

This issue describes how to implement the Map concept exercise for the Clojure track.
