Línea de trabajo
Start with src/paperpi/web/templates/base.html, where the header currently shows only the app name and Log out, then read style.css and the page templates to see how each page extends the base. Add a menu with Home, Active Plugins and Plugin Library, mark the current page, and make it fold on narrow screens without JavaScript. Also add a link back to Active Plugins at the top of plugin settings pages. Done when tests confirm the menu appears on each page and every page links to the others.

Descripción
Seen in the web interface demo (2026-10-10).
Problem: the web pages have no navigation. The header on every page shows only "PaperPi" and Log out (src/paperpi/web/templates/base.html), so getting back to another page needs the browser's back button. Only the settings page has a "Back to Active Plugins" link, at the bottom.
Wanted: a menu on every page (logged in), for example Home · Active Plugins · Plugin Library, with the current page marked. Later pages (warnings, application and screen settings, M5 parts 4 and 5) get their entry when they are added. It must work on a phone (a short row of links, or a simple menu that folds).
Also: on a plugin's settings page, a clear way back to Active Plugins at the top as well (for example "Active Plugins › Weather Berlin").
Limits: server-built pages and plain CSS, no JavaScript framework (docs/decisions/web-interface.md).
Where: base.html, style.css, and the page templates. Could be done together with #261 (settings page layout) if both are picked up at the same time.
Done when: every page can be reached from every other page without the browser's back button; tests check the menu is on each page; screenshot in the PR.
