The issue says CI only lints the lines changed in each PR, so the rest of the codebase has never been checked. Run flake8 over the whole repository and collect the reported violations, then review the existing exceptions the issue mentions. Done means flake8 runs clean on the full tree. The author planned to split this into two PRs, so check with maintainers which files are already covered before starting.

Describe the bug
As mentioned by @echedey-ls in #2637, since the GitHub CI only covers the diffs within a PR, the codebase remains unchecked.
Expected behavior
Be flake8-compliant, although some nuances may raise exceptions (or existing exceptions may also be revised).

pvlib.__version__: 0.13.1
Additional context
Will address this in two separate PRs to make it easier to review (one today, another some other time).
