Is your feature request related to a problem? Please describe.
Subscriptions and plans now exist, but a client cannot see which plans a relay offers or which tier a user is on: NIP-11 does not list the plans and there is no way to query a subscription's status.

Describe the solution you'd like

  • NIP-11 advertises the available plans (price, interval) when plans are configured.
  • GET /subscriptions/status takes a pubkey and returns the current plan, status and period end, rate limited like the other invoice endpoints.
  • Tests, and the CONFIGURATION.md payments section updated for both.

Additional context

  • Design: #673 (NIP-11 access_control draft: nostr-protocol/nips#2311 may inform the NIP-11 shape).
