feat(payments): let clients see their subscription tier

Is your feature request related to a problem? Please describe.
Subscriptions and plans now exist, but a client cannot see which plans a relay offers or which tier a user is on: NIP-11 does not list the plans and there is no way to query a subscription's status.
Describe the solution you'd like
- NIP-11 advertises the available plans (price, interval) when plans are configured.
GET /subscriptions/statustakes a pubkey and returns the current plan, status and period end, rate limited like the other invoice endpoints.- Tests, and the
CONFIGURATION.mdpayments section updated for both.
